The essential reason of this delay is African leaders and elites habit consisting in travelling abroad in the Westside – Europe and US – to get medical treatment. Many of them are hidden double nationals, with private insurances taking all the costly medical acts in charge. Their children are living out of Africa. They were (and are) risking zero, except now : they are risking their jobs. Clearly.
Those are cynical and heartless politics. The Ebola outbreak throws light into the entire continent where you have more of the same dramatic lack of health Care policies. This should be, with Education, the top priorities of any Gov in the World.
